Because the author said so. If Vampires can have sex, despite having had their bodies drained of blood and possessing no pulse or heartbeat, then ghosts can have sex, despite the fact they're nothing but shades of the dead and completely insubstantial.

Well it would depend on the vampire type, in some stories they still have heart beats or other things like that, but a lot of the time they end up splooging blood too. |

I remember that one. Sadly, I don't remember its name.
